
Job Title: Covering Kids and Families (CKF) Navigator-Bilingual Reports To: CKF Program Director
Summary:
CKF is an organization that assists all residents of Indiana apply for and understand healthcare coverage programs. The CKF Navigator-Bilingual provides outreach and assistance to uninsured individuals in collaboration with coalition partners and community resources regarding enrollment in Medicaid, CHIP, and other public and private health coverage programs. Navigators provide insurance application assistance including troubleshooting any issues that may arise during the application process, and consumer education on the benefits of healthcare coverage. The Navigator develops community collaborations through outreach in an effort to reach as many uninsured community members as possible with a particular focus on the Spanish-speaking community in both LaPorte and Porter Counties.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Attends necessary training approved by Family Social Service Administration, local office of Family and Children and CKF-IN precertification training for Indiana Navigators in order to successfully complete Hoosier Healthwise, Healthy Indiana Plan, and Marketplace applications;
Develops and maintains professional relationships with coalition partners and community resources that have access to uninsured individuals and families;
Identifies and enrolls uninsured individuals, children and their families into viable state and local health care assistance programs;
Maintains documentation and performs case management on all applications, including eligibility status;
Educates and supports individuals and families regarding options and service availability and renewal requirements;
Assists individuals and families with community resources and referrals; Gathers data and documents work accomplished for required reports; Attends meetings and participates in conference calls as requested;
Participates in community education outreach events and work-related group activities and events;
Obtains and maintains Indiana Navigator certification and Indiana Application Counselor certification;
Participates in professional development activities and maintains professional affiliations;
Maintains confidentiality of all personally identifiable information.

Education and/or Experience: Associates Degree or two to five years equivalent experience in the health care industry or in a comparable patient account or enrollment position preferred. High school diploma or equivalency required. Strong verbal and written communication skills in English and Spanish required, with proof/certificate of written and spoken fluency in both English and Spanish.
Required Skills/Knowledge/Abilities:
Skill in establishing and maintaining effective working relationships with individuals, families, coalition partners, community resources and the public at large;
Skill of interviewing and communicating to establish trust and elicit information and cooperation from individuals;
Fluency in written and spoken English and Spanish languages;
Demonstrates understanding of enrollment and account operations in a community or health setting;
Able to satisfy required and ongoing training and certification requirements as an Indiana Navigator;
Ability to work with computer software programs, such as Word, Excel, etc.; Ability to interpret and communicate agency rules, regulations, and procedures; Ability to write reports and collect data;
Knowledge of community resources and referral agencies; Skills in developing and implementing new programs; Knowledge of group dynamics;
Ability to communicate and work creatively with management and departmental staff to achieve objectives;
Possess understanding of individual’s socioeconomic status and lifestyle with respect for individual differences;
Possess strong organizational skills;
Project a positive, professional attitude with participants and coworkers; Be willing to travel as necessary;
Be willing to work a flexible schedule to accommodate program and participant scheduling needs.
Physical Demands: The CKF Navigator-Bilingual must have a valid driver’s license, auto insurance, and reliable transportation as travel throughout LaPorte and Porter Counties will be a frequent part of the position.
Communication with telephone callers and associates in person requires an ability to express oneself as well as perceive and exchange ideas. The ability to read and interpret written materials, viewing a computer terminal, perceiving, and transcribing
data with accuracy and keyboarding is required. The ability to stand, walk, climb stairs, balance, reach with arms and hands, stoop, kneel, crouch, lift and/or move up to 5O pounds is required.
Working Environment: The employee is not exposed to adverse environmental conditions, working primarily in an office environment.
